Former member
of the Texas House of Representatives, Phil Cates,
knew this when he followed his vision for his fledgling
company in 1996. Texas Stakeholders would lobby
the Texas Legislature and Texas state agencies on
behalf of businesses and trade associations, but
he also knew there were plenty of other lobbyists
doing and saying the same things.
